R. Mark Browning

Angels in Adoption 2005 - Hawaii

Selected by Representative Ed Case

On behalf of the people of Hawaii, I am very proud to recognize the Honorable R. Mark Browning, a Family Court Judge, from the First Judicial Circuit of Hawaii, as an Angel in Adoption. In 2001, Judge Browning founded Project Visitation, a collaborative effort to assist foster youth in maintaining sibling connections if place in different foster or adoptive homes. Judge Browning has also provided leadership in the establishment of our state Domestic Violence/Child Welfare Services Planning Committee, which strives to improve outcomes for children and families affected by domestic violence and child maltreatment. Judge Browning is also a member of the Governor's Advisory Committee on Native Hawaiian Foster/Adoptive Care. The committee brings together members of the Native Hawaiian community, state agencies, and other key stakeholders to address recruitment and retention of Native Hawaiian foster/adoptive homes. Not one to simply delegate tasks, Judge Browning has taken an active role in assisting our children in finding stability and permanency. He is a key presenter at recruitment events and orientation and training sessions for foster/adoptive parents and volunteers. Judge Browning also assists in planning events like the annual Christmas party for foster/adoptive parents.
