Rev. Carter is the pastor of the Jesus Only Pentecostal Church in Astabula and has led the led for the past 18 years. He is a veteran, having served 4 years in the U.S. Air Force. Rev. and Mrs. Carter have been foster parents for the past 11 years. They have had about 45 children in their home over the past 5 years. Some have been children with special needs. The Carters have taken care of children ranging from birth to 17. Their first foster child was 18 months old when the Carters received her. They adopted her and she is 11 years old now. The couple has traveled and studied in the Middle East. They started a school/orphanage in Nigeria that houses over 350 students. They visit the orphanage at least once a year. In addition, their church helped to start a Christian ministry in India. They hope to start and orphanage and school in India.
